Mark Richmund de Leon has been a transport planner for over 17 years, with substantial experience as a high level executive of the Philippine government’s planning and regulatory agency on transportation. Mr. de Leon has key experience on transport policy formulation, project development and project management. Mr. de Leon prides himself on having a key advantage among professionals in the industry, having worked for critical positions both in the private sector and in government. Since 2004, Mr. Leon has been working on urban development, public infrastructure, and transportation planning. Mr. de Leon is currently the Vice President for Business Development of MPT Mobility, a wholly–owned subsidiary of Metro Pacific Tollways Corporation (MPTC), intended to improve the mobility experience in the country through its innovative and technology-based products and services. As head of Business Development, Mr. De Leon is in charge of identifying strategic direction of MPTC non-toll related businesses, which includes diversification into new mobility products such as the development of new mobility service infrastructure, as well as pursuing mergers and acquisitions of companies in the related field. As a former Officer-in-charge of the Office of the Undersecretary of the Department of Transportation’s (DOTr) Road Sector, he led significant, bold, and transformational projects of the DOTr such as the Public Utility Vehicle Modernization Project (PUVM), World Bank and AFD-funded Manila and Cebu Bus Rapid Transit (BRT) Systems, EDSA Busways, ADB-funded Metro Manila Greenways (which includes development of walkways, and bikeways, and other non-motorized transport), the development of almost 51 Point-to-Point (P2P) Bus Routes, the construction and management of the Paranaque Integrated Terminal Exchange (PITX), Intelligent Transportation Systems, UNDP’s Low Carbon Transport Systems, and Road Safety. Mr. de Leon is currently pursuing his Doctorate degree (PhD in Urban and Regional Planning) in the School of Urban and Regional Planning of the University of the Philippines. He holds a masteral degree in Transportation Planning from the same university. He also has a bachelors degree in Landscape Architecture, also from the University of the Philippines
