Allen is a certified professional contracts manager, lawyer, & business counselor, with 20+ years of experience advising businesses operating domestically and internationally, and frequently functioning as his business client’s surrogate in-house counsel, or extension of his business client’s existing in-house legal department, both in non-litigation matters and while serving as lead trial counsel for their complex disputes. CLIENT SPACES: Allen's business clients primarily operate within the following spaces: - commercial construction, - electronics or other manufacturing, with multi-national footprints and supply chains, and - federal government contracting. OTHER PRACTICE AREAS: Allen also maintains a significant practice in the following areas: - insurance defense, and - municipal and law enforcement officer (LEO or police) defense. ENGAGEMENTS: Allen's engagements range from entity formation, to contract negotiation and support, to human resources advice and training on all aspects of employment and labor law, to complex business dispute resolution and insurance defense. LITIGATION: Allen appears before government agencies such as the Equal Employment Opportunity Commission (EEOC); administrative boards, such as the Armed Services Board of Contract Appeals (ASBCA); arbitration panels, such as the American Arbitration Association (AAA) – Commercial, Construction, and Labor and Employment Divisions; and state and federal courts, including the Court of Federal Claims. KEYNOTE SPEAKER: Allen has been engaged to lecture or train private industry and governmental officials on more than 250 occasions throughout the U.S. and online, in areas of contract negotiation, employment and labor law, risk identification and avoidance, and dispute resolution. He has also assisted in developing, and is or has been engaged as part of the faculty for, two contract management certification courses for IPC, an association connecting electric industries, and the National Contract Management Association (NCMA).
