Bio

Jose F. Otero has worked on more than one hundred consulting projects in over 40 countries and collaborated with institutions such as the World Bank, the Inter-American Telecommunications Commission (CITEL), the Inter-American Development Bank, the United Nations Development Program (UNDP), the White House, and the US Department of Commerce. He currently focuses on working directly with government entities to support the development of information and communications technologies (ICT) in those areas of Latin America and the Caribbean that currently lack telecommunications and other digital services.
