As the founder and CEO of the Open Technology Fund, Ms. Liu has been at the front lines of the fight for free and uncensored internet for all. Since 2012, her leadership of the Open Technology Fund program under the umbrella of the Radio Free Asia corporation has turned OTF from small program into a $20 million stand-alone grantee of the United State Agency for Global Media. Her ability to connect with relevant stakeholders coupled with long-term vision born from years of experience has allowed OTF to support some of the most respected and effective anti-censorship and internet access technologies helping people in restricted societies participate in the global online community. Previously, Libby served as the President of Radio Free Asia, a non-profit whose mission is to inform and engage communities in Asia without access to the free and fair flow of information. Under Ms. Liu’s administration, RFA transformed from a radio broadcaster to a wholly digital multi-media interactive news organization. She set the organizational strategy, as well as operational, editorial and administrative policy for the corporation.
