Sigal Mandelker is at Ribbit Capital, a global investment firm focused on FinTech and crypto. She has held numerous high-ranking positions at the U.S Department of Treasury, the U.S. Department of Justice, and the U.S. Department of Homeland Security. Sigal was also a Partner at Proskauer LLP, served as a law clerk on the US Supreme Court, and worked on Capitol Hill. Sigal recently completed her tenure as Under Secretary of the Treasury for Terrorism and Financial Intelligence (TFI), where she oversaw a $275m+ budget and supervised over 800 career professionals in the Office of Foreign Assets Control (OFAC), the Financial Crimes Enforcement Network (FinCEN), the Office of Intelligence and Analysis, and the Office of Terrorist Financing and Financial Crimes. Sigal led and transformed the US government’s efforts to use economic measures such as sanctions and other AML measures to safeguard the international financial system from abuse, disrupt the movement of bad money around the world, and change the behavior of rogue regimes, terrorists, kleptocrats, cyber actors, and numerous others. Under her leadership, the United States issued an unprecedented number of sophisticated sanctions and other economic tools, while implementing complex mitigation measures and issuing guidance related to companies and global markets. With broad regulatory oversight over financial institutions, Sigal spearheaded significant reforms to the United States and international anti-money laundering system. She has also been a leader in encouraging and incentivizing innovation in the financial sector. Sigal also served as Acting Deputy Secretary during much of her time at the U.S. Treasury Department. Sigal is a member of the United States Holocaust Memorial Council, serves on the Boards of the Financial Technology Association and the Crypto Council for Innovation, and is a member of the Advisory Group for The Digital Dollar Project. She also advises on projects at think tanks.
