Tom has worked within the Highways sector for over 15 years, with public sector clients such as Highways England and various Local Authorities. Tom originally trained in project and programme management, delivering a diverse range of projects, ranging in size and complexity from small maintenance and improvement schemes, to complex projects requiring Development Consent Orders. Tom moved to stakeholder management to utilise his wide-ranging experience within the Highways sector to help design and deliver engaging programmes of communication and consultation. Tom specialises in projects involving diverse and complex stakeholders, requiring sound judgement and effective communication and engagement plans to extract the best outcome for both the project and interested parties. At Copper, Tom brings leadership to the highways portfolio, and supports delivery of a range of Nationally Significant Infrastructure Projects. Prior to joining Copper, Tom delivered both project management and stakeholder engagement roles across a number of complex schemes with highways-based clients in the East of England, Midlands, North and South West of England. Recently, Tom successfully delivered a number of non-statutory and statutory public consultations for Highways England and active travel campaign on behalf of a local authority client.
