Bio

I am a partner and Head of the cross-firm Public Procurement practice at Trowers & Hamlins. I am named as a Leader in the Field for Public Procurement (UK-wide) in the current edition of the Chambers and Partners Guide to the Legal Profession. I am also ranked in the current ''Who's Who Legal Guide to Government Contracts'' where I am described as “an exceptional procurement lawyer” and “particularly strong in the construction and regeneration sectors''. I have significant experience in advising clients in the public, private and third sectors on Public Procurement and Subsidy Control issues. I advise clients on procurement strategy and structures, how to conduct flexible and compliant procedures and compile objective and transparent evaluation models and guidance. My particular professional interests include: Value-led procurement: Member of the Value Definition and Market Response groups for the Value Toolkit being developed by the Construction Innovation Hub. I am a member of the Constructing Excellence Procurement Theme Group currently focussing on value-led procurement and have judged the ''value'' award at the Annual National Constructing Excellence Awards since 2019. I am also a part-time PhD research student as part of the Public Procurement Research Group of the University of Nottingham researching alternatives to lowest price evaluation models in the housing sector. Social value: My interest in social value goes back to guidance Trowers & Hamlins created with CITB on the Client-led Approach to Employment, Skills and Training in 2008. I now represent Trowers & Hamlins on the Social Value in Housing Taskforce, led by HACT and focussed on the further development of robust measurement and management of social value outcomes. I also worked with HACT to co-create the Social Value in Procurement Toolkit and Guidance 2015/6. I have also worked with the Care Leavers Covenant: drafting Procurement Guidance to include outcomes for care leavers via a ''whole council approach'' and including the Social Value Portal TOMS framework supported by the LGA. Building Safety I lead the Trowers & Hamlins cross-firm team comprising over 40 lawyers focussing on all aspects of the proposed legislation for building safety. I am a member of the Industry Competency Working Group 11 on Procurement Competency. I am also a member of the Procurement Advisory Group set up by MHCLG to develop technical procurement guidance for construction procurement in light of building safety recommendations.
